Buffalo Newsman Evan Baxter was elected to Congress with the slogan, "Change the world." He was lucky enough to move into a large house in a new suburban community in Virginia. His Capitol office was also impressive, but there was a catch: he had been lobbied by the powerful Congress to sponsor a bill allowing development in national parks. As he took his first steps, people appeared not to believe in Evan and gently ordered him to build an ark. Tools and wood arrived in Evan's yard, pairs of animals followed, his beard and hair grew wildly, Nomad's clothing appeared, and a sidekick emerged. As the flood of impatience rose, Evan began to build, his family abandoned him, reporters gathered, and a drought gripped D.C. However, Evan had faith. But would he change the world?
